Euro­pean Com­mis­si­on adopts Quan­tum Stra­tegy

Euro­pe aims to beco­me a Lea­der in Quan­tum Tech­no­lo­gies:

In ear­ly July 2025, the Euro­pean Com­mis­si­on pre­sen­ted its new stra­tegy “Quan­tum Euro­pe”. The goal is to build a resi­li­ent and sove­reign Quan­tum Eco­sys­tem and posi­ti­on Euro­pe at the fore­front of Quan­tum Tech­no­lo­gies by 2030. The stra­tegy focu­ses on rese­arch, infra­struc­tu­re, and indus­tri­al poli­cy.

Despi­te major advan­ces in Euro­pean Quan­tum Tech­no­lo­gy, the Com­mis­si­on notes ongo­ing short­co­mings in tech­no­lo­gy trans­fer and the imple­men­ta­ti­on of mar­ket-rea­dy appli­ca­ti­ons. In addi­ti­on, the frag­men­ta­ti­on of natio­nal stra­te­gies and road­maps across Mem­ber Sta­tes con­ti­nues to hin­der coher­ent deve­lo­p­ment. With “Quan­tum Euro­pe,” the EU is now lever­aging its com­bi­ned strengths: the stra­tegy aims to trans­la­te cut­ting-edge rese­arch into mar­ket-rea­dy appli­ca­ti­ons, fos­ter the growth of start-ups, and fur­ther enhan­ce Europe’s sci­en­ti­fic excel­lence. The five key are­as of action are Rese­arch and Inno­va­ti­on, Quan­tum Infra­struc­tu­re, Streng­thening the Quan­tum Eco­sys­tem, Space and Dual-Use Quan­tum Tech­no­lo­gies, and Quan­tum Skills.

Imple­men­ta­ti­on will take place in clo­se coope­ra­ti­on with uni­ver­si­ties, start-ups, and indus­try. The pro­cess will be sup­port­ed by a high-level advi­so­ry board con­sis­ting of lea­ding rese­ar­chers and tech­no­lo­gy experts. Addi­tio­nal­ly, a pro­po­sal for a Euro­pean Quan­tum Act is plan­ned for 2026, aimed at spe­ci­fi­cal­ly impro­ving the frame­work con­di­ti­ons for a strong and com­pe­ti­ti­ve Quan­tum Eco­sys­tem.
