VDE publishes Posi­ti­on Paper on Quan­tum Tech­no­lo­gies

Posi­ti­on Paper pro­po­ses coher­ent and tar­ge­ted Actions in the Field of Quan­tum Tech­no­lo­gies:

Against the back­drop of Quan­tum Tech­no­lo­gies enab­ling ground­brea­king inno­va­tions across num­e­rous sec­tors – inclu­ding IT secu­ri­ty, finan­ce, and tele­com­mu­ni­ca­ti­ons – and the poten­ti­al to posi­ti­on Ger­ma­ny at the fore­front of one of the 21st century’s most signi­fi­cant tech­no­lo­gi­cal deve­lo­p­ments, the Ger­man fede­ral govern­ment allo­ca­ted two bil­li­on euros for Quan­tum Tech­no­lo­gies in 2020 as part of its Eco­no­mic Sti­mu­lus and Future Packa­ge. The aim is to estab­lish Ger­ma­ny as a lea­ding hub for indus­tri­al appli­ca­ti­ons based on Quan­tum Tech­no­lo­gies. In view of the dyna­mic deve­lo­p­ments in this field and the start of the new legis­la­ti­ve peri­od, the Ver­band der Elek­tro­tech­nik Elek­tro­nik Infor­ma­ti­ons­tech­nik e.V. (VDE) has now published a posi­ti­on paper. It reviews the achie­ve­ments to date and pro­vi­des recom­men­da­ti­ons for a coher­ent and tar­ge­ted approach to rese­arch and inno­va­ti­on fun­ding in the coming years.

The posi­ti­on paper, pre­sen­ted at the Mikro­Sys­tem­Tech­nik Con­gress 2025 in Duis­burg at the end of Octo­ber, was deve­lo­ped in col­la­bo­ra­ti­on with a sel­ec­ted group of repre­sen­ta­ti­ves from aca­de­mia and indus­try who have been working on Quan­tum Tech­no­lo­gies for seve­ral years – though wit­hout invol­vement from the umbrel­la pro­ject for Quan­tum Com­mu­ni­ca­ti­on in Ger­ma­ny (SQuaD). In addi­ti­on to pro­vi­ding an over­view of Germany’s Quan­tum Tech­no­lo­gy Land­scape and its posi­ti­on in the inter­na­tio­nal con­text, the paper reflects the aut­hors’ per­spec­ti­ves on key are­as of action: Quan­tum Com­pu­ting and Simu­la­ti­on, Quan­tum Com­mu­ni­ca­ti­on and Post-Quan­tum Cryp­to­gra­phy, Quan­tum Sens­ing and Metro­lo­gy, Foun­da­tio­nal Tech­no­lo­gies and Sys­tems, as well as the broa­der Quan­tum Eco­sys­tem. Based on this, the aut­hors for­mu­la­te seven recom­men­da­ti­ons aimed at streng­thening Ger­ma­ny as an inno­va­ti­on hub. The­se include, among others, expan­ding eco­sys­tems and infra­struc­tu­re, sup­port­ing inter­na­tio­nal stan­dar­diza­ti­on, and estab­li­shing a natio­nal Quan­tum Initia­ti­ve. The posi­ti­on paper pro­vi­des con­cre­te sug­ges­ti­ons for chan­ges that should neces­s­a­ri­ly be dis­cus­sed in the next pha­se of deve­lo­p­ment across sci­ence, indus­try, and poli­cy – with the goal of estab­li­shing Ger­ma­ny as a lea­ding loca­ti­on for Quan­tum Tech­no­lo­gies in the long term. Fur­ther infor­ma­ti­on on the VDE posi­ti­on paper can be found here.
